    BRUSSELS / RankWire.AI / – Seeking quicker responses to market distortions, France and Germany have urged the European Commission to develop a rapid-response trade mechanism for addressing serious disruptions. French President Emmanuel Macron and German Chancellor Friedrich Merz submitted their proposal directly to Commission President Ursula von der Leyen. Their joint initiative emphasizes the need for faster measures when external nations distort fair competition within the European Union. It also advocates for a more robust legal framework to handle cases that current trade measures cannot resolve promptly.

    The proposal would empower the European Commission to implement broad countermeasures against third countries whenever significant market distortions pose a threat to the single market. In extreme situations, this tool could permit immediate exclusion from EU market access. Macron and Merz also proposed a reverse qualified majority approach for approving such measures. Under this system, Commission actions would be automatically enforced unless a qualified majority of member states blocks them.

    Additionally, France and Germany called for a separate diversification mechanism to lessen reliance on individual suppliers of essential goods. Their document highlights risks associated with dumping, extensive subsidies, supply concentration, and other practices that hinder fair competition. The two governments emphasized that the EU requires tools capable of responding decisively and systematically. Although the proposal does not explicitly target a specific country, it emerges amidst ongoing EU scrutiny of trade relations with China.

    EU trade defenses are under renewed examination

    The European Commission responded positively to the Franco-German initiative, describing it as a valuable addition to discussions on economic risks and global imbalances. The EU already possesses anti-dumping, anti-subsidy, and safeguard measures to counter unfair or disruptive trade flows. It also implemented the Anti-Coercion Instrument, which came into force in December 2023, allowing the bloc to respond when a non-EU country uses trade or investment pressure to influence EU decisions.

    The suggested rapid-response system aims to address a broader range of market distortions and to accelerate the decision-making process within the EU. France and Germany desire the Commission to act swiftly without waiting for the usual political approval stages. Their approach shifts the responsibility onto member states that oppose the proposed measures. EU leaders are scheduled to convene in Brussels on October 15 and 16, shortly after the Franco-German proposal was presented to the Commission.

    China Criticizes EU’s Proposed Trade Measures

    On October 6, China’s Ministry of Commerce issued a response, urging France and Germany not to promote what it termed protectionist EU tools. The ministry stressed that economic interdependence should not be viewed as a risk, calling for continued support for open trade policies. It also warned against escalating economic and trade disputes into broader security concerns. Beijing has separately voiced criticism of discussions surrounding stronger EU instruments that might limit Chinese companies or products.

    This initiative coincides with ongoing EU-China negotiations on trade imbalances, export controls, and other commercial disagreements. EU trade authorities have increased monitoring of persistent import growth and industrial overcapacity. France and Germany stated that their proposed framework should be applicable across countries, rather than targeting any single trading partner. The European Commission will evaluate the proposal alongside existing trade defense measures and the broader economic security policies of the EU.
